The SHE+ Foundation unequivocally rejects Funding Freezes to Title X Services
The current administration announced a freeze of close to $35 million in federal funding set to be dispersed to Title X grant recipients.
According to the Department of Health and Human Services, “The Title X family planning program is a critical part of America’s public health safety net, serving as a point-of-entry into care for nearly 195 million people over the program’s more than 50-year history.”
Title X requires that projects ensure services are provided in a way that is client-centered, culturally and linguistically appropriate, and trauma-informed. They ensure the dignity of the individual, and quality service delivery that is consistent with national standards of care.
Title X grant recipients provide a broad range of family planning services that are medically approved, and includes all FDA-approved products and methods such as: pregnancy prevention, birth spacing counseling, pregnancy testing, assistance to achieve pregnancy, basic infertility services, and basic STI screenings and treatment.
Title X projects may also provide other preventative health services, such as HPV vaccination, PrEP, breast cancer screening, cervical cancer screening, and screenings for obesity, drug and alcohol use, mental health, and intimate partner violence.
Title X funded services are “voluntary, confidential, and provided regardless of one’s ability to pay.”
The freezing of funds for Title X grant recipients is in complete misalignment with the SHE+ Mission.

A spokesperson for the U.S. Department of Health and Human Services (HHS) told TIME in an email that the department is withholding Title X funds from 16 organizations “pending an evaluation of possible violations of their grant terms, including based on Federal civil rights laws and the President’s Executive Order 14218, ‘Ending Taxpayer Subsidization of Open Borders,’” signed on Feb. 19, 2025.
